While some municipalities are improving, most municipalities still derail due to supply chain communication failures. SCM policies and procedures are integral to procurement in the South African public sector. As such, the effectiveness of communicating SCM policies and procedures is paramount.  This study investigates the effectiveness of SCM policies and procedures communication by SCM officers and senior managers in the Ngaka Modiri Molema District Municipality of the North-West Province.   The study used a mixed method research design with semi-structured face-to-face interviews to collect qualitative data and a questionnaire for quantitative data. The population of the study was the five local municipalities. Through purposeful sampling, 30 participants were selected for interviews, while another 400 were selected using proportional stratified sampling fractioning for the quantitative data.   The results of the study showed evidence of ineffective communication and non-compliance with SCM policies and procedures. The findings further suggest that SCM managers and SCM officers do not communicate fully the SCM policies and procedures for the following reasons: insufficient knowledge of formal SCM policies and procedures, unclear departmental guidelines, lack of serious of training and test analysis on SCM policies and procedures and lack of policies and procedure clarity etc.     The primary contribution is to add to the knowledge in terms of the research conducted within the ambit of this article, insight was obtained into aspects that have a negative impact on ineffective communication with the SCM policies and procedures by workers within the municipalities.   The findings of this study disclosed that the level at which the senior managers of departments and the department officials comply with the SCM policy in their various departments is below expectation.   The study recommends that more studies should be conducted on ineffective communication with policies and procedures by workers in other provinces of South Africa, or a comparative study between South Africa and other countries of the world.
