Summary:Many countries, including the Republic of Serbia, today are faced with the necessity of reforming the public sector, and the need to create more efficient and better public services which would help create not only a more professional efficient administration, but also help prevent possible abuses in this sector. This is because corruption is one of the most important causes of inefficient public services and impaired public confidence in government institutions. Therefore, we have highlighted the importance of introducing the principles of ethical conduct in business, labor and management in the public administration, given that the focus of the modern approach to combating corruption and other illegalities strongly insists on building and fostering a high level of ethics in the public sector. Accordingly, reference is made to the ethical system in the Republic of Serbia with the conclusion that in countries in transition, including the Republic of Serbia, the problem of moral (non) accountability and still insufficiently developed system of moral, standards and ethical codes comes to the fore, which is why it is crucial to raise awareness of the importance of respecting the established ethical and professional standards of conduct and to strengthen mechanisms so as to ensure their effective implementation.
