Description
Summary:The study focused on the role of the Social Assistance Grant for Empowerment (SAGE) in enhancing the socio-economic well-being of elderly individuals in Ikumba Sub-county, Rubanda District. It was guided by three research objectives: to assess the contributions of the SAGE program in improving the socio-economic conditions of the elderly, to identify challenges associated with the Senior Citizens Grant, and to propose solutions to address these challenges and improve the well-being of elderly beneficiaries. A descriptive research design was employed, utilizing both qualitative and quantitative methods. A sample size of 48 respondents was selected from Ikumba Sub-county. The study's recommendations were based on the findings. Key recommendations included empowering anti-corruption agencies within the Ministry of Gender, Labor, and Social Development to operate effectively without fear or favoritism. The study also suggested revising the age eligibility criteria for SAGE to include individuals aged 70–79, as many in this group are too frail to sustain their livelihoods. Additionally, it called for a review of the dynamics of the SAGE program to address the influx of new entrants into the grant system. Public sensitization campaigns were recommended to be conducted at least twice per quarter to ensure those nearing eligibility are aware of the program and can apply for inclusion. The study concluded that addressing the challenges faced by SAGE in improving the socio-economic well-being of elderly individuals requires a multifaceted approach. This includes reinforcing government policies and laws, incentivizing investments, enhancing administrative capacity, curbing unproductive expenditures, tackling corruption, ensuring access to basic services, stabilizing the economy, and engaging non-governmental organizations in anti-corruption efforts. These strategies collectively aim to enhance the effectiveness of SAGE in Ikumba Sub-county, Rubanda District.
