description | The study sought to examine the relationship between budgetary factors and the quality of education service delivery in public secondary schools in the Northern division, of Kabale District in Uganda. The study was guided by the following objectives namely; to examine the contributions of budgeting towards education service delivery in in public secondary schools, to identify the factors affecting education service delivery in in public secondary schools, to examine the challenges facing budgeting for education in in public secondary schools in Northern division, Kabale District. The study sampled 50 respondents from the target population of 52. The study used a descriptive research design combined with a case study design because it enabled the researcher to meet the objectives of the study. The study used both a questionnaire and an interview guide as methods of data collection. Data was entered into the computer and analyzed by developing themes (headings) or subthemes that were derived from the study objectives. Both quantitative and qualitative techniques were used during data analysis. Some respondents showed that the schools have adequate classrooms to accommodate all students. The condition of school buildings is well-maintained. Some respondents also showed that students have access to up-to-date textbooks and learning materials. Teachers have the necessary teaching aids and resources. Some respondents mentioned that there are limited financial resources were mentioned by the respondents in that public secondary schools often receive inadequate funding from government sources, which limits their ability to meet all their operational and developmental needs. Some respondents also mentioned that there is delayed disbursement in the release of government funds disrupts the planned budget activities, causing delays in project implementation and service delivery. The study concludes that budgeting plays a critical role in enhancing education service delivery in public secondary schools in Northern Division, Kabale District. Effective budgeting ensures that resources are allocated appropriately to various educational needs, including infrastructure, teaching materials, and salaries. Budgeting is pivotal for the effective delivery of education services in public secondary schools in Northern Division, Kabale District. However, various factors such as funding constraints, socio-economic challenges, and governance issues affect education service delivery. The study recommends that the government should increase funding allocations to the education sector to ensure that schools have sufficient resources for infrastructure, teaching materials, and staff salaries. Schools should adopt more sophisticated budget planning and management tools to ensure efficient allocation and utilization of resources. This includes training school administrators in financial management. |
